Landstadt and Estates

The Terren Dominion is spread across a vast amount of territory and is comprised of a large number of states each with their own histories, cultures, and identities. Terren itself is comprised of 16 main states called Landstadt which themselves are the Modern iteration of the old kingdoms of Terren. These states are further divided up into a number of estates which are organized and owned by different nobles who are constantly jockeying for greater power and position. The number of estates ruled by a family varies drastically, some families owning 4 or 5 and others only ruling 1.
The estates are organized into 5 categories:

Duchy: Duchies are the richest, largest, and most prosperous of the estates within Terren. Becoming a Duchy is a great honor, and maintaining this position is very difficult.
Margraviate: The Margraviates are the frontier realms which tend to be the most dedicated to the military. Due to the demands of being on the frontlines, Margraviates tend to collect tribute from nearby estates, allowing them to develop a surprising amount of wealth.
County: Counties are the middling estates, those living there will enjoy good amounts of wealth and safety but they are not yet prosperous enough to become duchies. Counties tend to be the most volatile, either rising to become Margraviates and Duchies, or being demoted to become Burgraviates and Allodials.
Burgraviate: Burgraviates are smaller estates which are constantly competing with each other for more power and prestige. They tend to be stable, but not particularly prosperous.
Allodial: Allodials are the smallest and generally poorest estates, desperately fighting for whatever scraps of prosperity they can acquire.

The type of an estate can changes over time, either rising or falling depending on the wealth and prosperity of the estate. Estates territories are fluid and their boarders are always changing. Neighboring estates will compete with each other for territory though a verity of means, from buying land, to civil lawsuits, to marriage contracts. But the most dramatic way estates change is through Wargames. The heads of estates will gather up a force of loyal Realm Guard and potentially even some State Troops and have them battle in one of a few scenarios. The stakes of a Wargame are selected before the battle begins. Wargames are contentious topics. Some view them as invaluable ways of both settling conflict and keeping the troops ready, while others view the vast expenditure undertaken during a wargame as a waste of resources. Pharmamancers are near ubiquitous in wargames, and thanks to their effort's casualties are low, but not entirely unheard off. The potential types of wargames are as follows

Siege: One estate lord builds a castle and the other attempts to besiege it. The defender wins by holding out for 3 days, and attacker wins by breaching the castles throne room.
Urban Control: Both estate lords attempt to take control of 6 buildings throughout a town, the first to control all 6 wins.
Caravan: One estate lord attempt to escort a caravan from one point to another, while the other attempts to destroy the caravan.
Field Battle: The 2 estate lords gather their forces and have them do battle on a large open field.
Naval Battle: This is by far the rarest type of Wargame due to its great cost. Two estate lords gather their ships and have a naval battle off the coast.
Duel: The estate lords either select a champion or go themselves and engage in a one-on-one duel.
