The Reichskammergericht and the Imperial Police Korps (IPK)

The Imperial Police Korps (IPK)


The Imperial Police Korps is the catch-all term for the official police forces of the Terren Dominion. They are organized into 3 separate divisions, the Inspectors Corp, the Black Sentinels and the Quaestor Order. The Inspector Corps are a body of agents and officers empowered by the Emperor to investigate crimes, gather evidence, and serve as general enforcers of the law. The Black Sentinels are the more militaristic members of law enforcement, they are heavily armored are designed to be a counterinsurgency bulwark called in during riots, raids, and violent heists. Both of these organizations work together in tandem to ensure that law and order is preserved throughout the entirety of the Terren Dominion and their officers are viewed as public champions and defenders. But the third organization of law enforcement is far more secretive and shadowy. The Quaestor Order is a secretive organization which takes on a combination of roles, including undercover work, Imperial investigations into treason, counterterrorism, and their most important role, international spying.

The Imperial Police Korps Hierarchy is presented below. Individuals wishing to serve as law enforcement start as Watchmen and work their way up to junior inspector. From there they can either continue the path of the Inspector or branch off into one of the more specialized branches.

The Black Sentinels

The Black Sentinels are a very powerful force within the empire. They serve quite literally as judges, juries, and occasionally executioners. Each Black Sentinel is an expert on the law, and when not on patrol, they act as judges and magistrates, overseeing criminal and civil disputes. Like legionnaires, they are granted Soul-Bindings, the type of which varies incredibly. These Soul-Bindings are used to increase their combat effectiveness and Conter terroristic abilities. These warriors are not just riot police but also military police, and several detachments of Sentinels are deployed alongside Navy and Riechsheer forces to keep order among the troops, ensuring that discipline is maintained, and preventing soldiers from committing war crimes or going awol.

The Quaestor Order

The Questors are the spies, secret police, shadowy investigators, and diplomatic envoys of Terren. This Order was founded after a particularly devastating series of riots which were caused by several rebellious cults backed by the Royal Demon Realms banding together, they are responsible for overseeing the criminal underworld of the empire and keeping track of the various criminal organizations and subversive cults that have found a home within Terren or abroad. The Order is tasked with ensuring that any potential rebellion can be effectively quashed before it can even begin to take up steam, and they are responsible for investigating the mysterious and paranormal which are beyond the scope and ability of the inspectors. Their existence is known by the wider citizenry, although their operations are kept secret. The Questors also act as diplomats and spies for the empire going out, serving as aids and operatives to the Men-at-Court.

The Inspector Corps

The Inspectors hold a different role within Terren than the Black Sentinels or the Quaestor Order. It is the responsibility of the Inspector Corps to investigate crimes and to ensure that the law is followed throughout the entirety of the empire. Inspectors serve a large number of roles, and many Inspectors serve as civil mediators, architectural Inspectors, and firefighters. In regard to their criminal responsibilities, the Inspectors act as general law enforcement, street patrollers, tourist escorts, protective details and even detectives. They are responsible for most of the law enforcement work in Terren, only calling on the Black Sentinels when the situation is dire. Due to their usefulness and importance, Inspectors can be found throughout the entirety of the Terren archipelago and within every single one of its colonies. The highest ranking Inspectors serve as judges and overseers of the Reichskammergericht. They also serve as the primary prosecution during criminal conflicts. Inspectors can deputize imperial citizens to act on their behalf whenever they need extra fire power. This is most common in the colonies where law enforcement is less widespread.

The Police Armory

Of all the Branches of the Terren Military the Police Korps have by far the smallest arsenal, due simply to the fact that they do not require nearly as many military weapons to fulfil their duty as the others.

Short Sword

The Short Sword is a stock standard piece of equipment, simple but effective. The blade is typically about 24 to 30 inches in length, designed for swift, close-quarters combat, the short sword balanced and agile, allowing for quick strikes and nimble maneuvers in combat. This makes it useful for when officers of the Imperial Police Korps engage in melee combat in tight urban spaces.

Halberd

The halberd is a majestic and versatile polearm, favored by warriors throughout the empire for its combination of reach, power, and versatility. It consists of a long wooden shaft, usually around six to eight feet in length, topped with a steel blade that incorporates elements of both an axe and a spear. The IPK uses halberds as a weapon primarily as a deterrent during riots and when establishing a perimeter.

Terren Single Shot Rifle

The officers of the Imperial Police Korps may occasionally find themselves in dangerous situations which require lethal force to be used. When such a time comes the Terren Single Shot Rifle is the standard fall back, highly effective as eliminating dangerous targets at medium to close range.

Electro-Gun

The Electro-Gun is a weapon designed not to kill the enemy but stun them. When fired the Electro-Gun releases a blast of electric energy which temporarily stuns anyone who gets hit. This weapon is beloved by the Imperial Police Korps as a means of non-lethally eliminating threats and allowing them to be taken into custody. The Electro-Gun has become the symbol of the Terren Police.

The Reichskammergericht

The Reichskammergericht, also known as the Imperial Chamber Court, is the grand court system of the Terren Dominion which oversees all legal proceedings throughout the empire. The Reichskammergericht is a massive institution which is spread out over the entirety of the empire's dominion. The court is constantly inundated with all manner of legal conflicts and civil disputes, but its agents and officers never tire in the relentless pursuit of justice. The Reichskammergericht is organized with several court layers who are responsible for overseeing a different area of law. Generally, a legal issue will be confined to a single circle although it is not unheard of for a proceeding to go up or down in the court depending on changing circumstances and evidence.

Here are the different circles.
Ninth Circle: Lower Civil Court
The lowest circle of the Reichskammergericht is responsible for managing small claims and minor civil disputes between private individuals which require legal action, but which are not exceedingly important. The Ninth Circle is generally the busiest court.
Eighth Circle: Lower Criminal Court
The Eighth Circle focuses on minor criminal actions particularly in youth crime or minor acts of vandalism. While this court mainly focuses on the most insignificant of crimes it is not unheard of for the cases brough before the Lower Criminal Court to be reassigned to a different court.
Seventh Circle: Tax Court
The Seventh Circle is responsible for overseeing tax disputes and prosecuting tax evaders. There is a verity of reasons someone could end up before the Tax Court, from intentional tax evasion, to simple error.
Sixth Circle: Finance Court
The Sixth Circle focuses on financial crimes on a far higher level than those undertaken by the tax court. They focus on embezzlement, corruption, fraud and any and all other crimes which are associated with money.
Fifth Circle: Upper Civil Court
The Upper Civil Court is responsible for overseeing the more serious civil disputes not just between individuals but also institutions such as companies and guilds. The Upper Civil Court can also settle disputes between the empires different states should conflict arise between them.
Fourth Circle: Upper Criminal Court
The Upper Criminal Court is responsible for overseeing the most important criminal cases such as murder, robbery, banditry, and treason. The Upper Criminal Court is frequently the court which generates the most public attention, frequently to the chagrin of its Lord Inspectors.
Third Circle: Military Court
The Third Circle is the military court which is responsible for holding the empires soldiers in check. It is responsible handling cases of treason, undue military force, war crimes, going AWOL, ect. It also holds members of the IPK in check to ensure the empires police remain just and fair.
Second Circle: Appeals Court
The Appeals Court is responsible for reviewing the findings and decisions of the other courts and ensuring that their rulings are fair and impartial. Anyone has the power to file an appeal to the Appeals Court if they feel as though they have been unfairly treated.
First Circle: Lord High Inspectors Court
The Lord High Inspectors court is the highest legal authority of the entire empire. When any major cases which will have a large impact on imperial society are set to be litigated, they will be presented before the Lord High Inspectors Court. The Lord High Inspectors Court has the authority to override the decisions of any of the other lower courts. Its members are appointed by the emperor.

Terrenic Law and the Rechtssystem des Terrenischen Imperiums

Terrenic law is a famously complex and intricate thing, with All men are of exceptions and varieties to it. Not only does the law change from Kingdom to Kingdom but even from estate to estate with each of the myriad little pieces which comprise the empire having very different and unique laws from one another, each compiled and codified over hundreds of years. The complexity of the Imperial legal system means that judges have to be specialized for different regions, and legal disputes between citizens of different parts of the empire are frequently fraught with legal debate and interpretive deliberation. in an attempt to solve this the imperial government has recently attempted to create a broader empire wide legal system which collected and compiled all of the different laws from across the nation and push them into one unified system. These efforts proved extremely difficult, but were ultimately successful, culminating in the creation of the Rechtssystem des Terrenischen Imperiums. This colossal text contains within it every single law ever passed in any of these states in any of the kingdoms in the entirety of Terren. Every five years it is updated to contain new laws which have been added into the imperial system as time goes on. Every judge in the empire is expected to utilize this text as the foundation of their efforts in adjudicating a case. Many of the laws presented within the text are contradictory and judges are expected to apply the law which they believe to be most applicable to the situation whether that is due to a geographical location, political circumstance, or demographic necessity. Rechtssystem des Terrenischen Imperiums is the largest text in the empire, bar none, and its cumbersome size means that it is frequently broken into a series of texts.

The Accusations System and Trials

The legal system of Terran is relatively straightforward, though multi-faceted. The criminal investigation and prosecution process begins with an accusation. An inspector of the Imperial Police Korps may level an accusation against an imperial citizen for a particular crime. Accusations can be made under various circumstances, and the seriousness of the legal response depends on the severity of the accusation, which can range from minor to major offenses. Although citizens cannot formally make accusations themselves, they can approach an inspector with evidence suggesting someone has committed a crime. The inspector will then investigate and decide if an accusation is warranted.

Once accused, a judge is assigned to the case, with the nature of the crime determining which Circle the judge belongs to. The judges will review the case and preside over a trial in which the inspector who accused the defendant presents evidence of the crime, while the accused presents their own counter-evidence. There are a verity of different types of trials which may occur based on the importance of the case and the nature of the accused crime. The types of trials are as follows:

  • Judicial Trial: The most common and simple type of trial, where one judge presides over the case, and the sole decision making power resides in the judge.

  • Tribunal Trial: These trials are for the more important cases, where a panel of judges are selected to preside over the case, and must give a majority consensus on the verdict

  • Empaneled Jury Trial: These trials are done at the request of the defendant, who may request a trial by jury at any point before sentencing. Both the defending Advocate and the accusing Inspector may select half of the jury's composition. Judges still hold control of all other trial functions, but the jury assigns a verdict.

  • Trial by Combat: Trial by combat is illegal in most of the empire, although a few kingdoms still maintain it. Generally, Trial by Combat is reserved for military cases, or cases in which personal honor is at stake. The Defendant and the Inspector duel in a public arena to first blood. Whoever wins the fight determines the verdict.

The accused may also be granted special advice and counsel from an Advocate, a legal specialist who assists during the trial. If found innocent, the accused will be released without any stain on their record. If found guilty, they may appeal the decision to the Second Circle Appeals Court, which reviews the evidence to determine whether a fair trial was provided. Should the appeal result in a guilty verdict, the accused may apply to present their case to the Lord High Inspector’s Court, though most cases submitted to this court are rejected outright.

Arrests, Warrants, and Bounties

Occasionally, when a citizen is found guilty of a crime or accused of wrongdoing, they may choose to evade or circumvent the legal system in some way. Should a citizen does not willingly comply with an arrest warrant and attempts to flee or go into hiding, the judge may issue a warrant for their arrest. A warrant is a legal document declaring that the citizen named within is officially wanted by the imperial government, and any law officers who encounter them should arrest them on sight and deliver them to the judge. The first stage of a warrant only demands the suspect’s arrest, and lethal force is not authorized unless the suspect has proven to be a threat to those around them. However, if enough time passes and the suspect remains at large, the judge may issue a declaration of criminality, which places a bounty on the suspect’s head and authorizes the use of lethal force. The size of the bounty increases over time and can become very lucrative. This declaration also prohibits citizens from making a citizen’s arrest; instead, they may either capture or kill the suspect and deliver them to the judge. Judges may also personally hire heroes to hunt down particularly troublesome or dangerous criminals.

Blasphemy, Heresy, and Crimes against the Church

Crimes against the church are handled in a slightly different way than the regular fair of crime. A Luminarch of the Elaidic Cult or a Primorian of the Orthodoxy, can make an accusation of heresy or blasphemy, regardless of rank, although anyone ranked lower than a Patriarch or a Tardesintal Will need the approval of a council of higher ranking clergyman and women. Show me the council solidifies the accusation. The church will make a Declaration of Exkommunikation, similar to the Warrant System of the secular criminal justice system. The potential statuses are as follows:
  • Exkommunizierter Häretiker (Crimes against the church)

  • Exkommunizierter Gotteslästerer (Crimes against the Goddesses)

  • Exkommunizierter Korrupter (Crimes against the soul of the nation)

  • Exkommunizierte Abscheulichkeit (Abominable acts of evil or a mix of the above)

Once declared Exkommuniziert, the church will submit their findings to the secular court, where a judge will sign a special warrant for their arrest, which will legitimize the church's findings. If the judge refuses, they must provide reasons for the rejection to the ecclesiastical council who affirmed the original accusation. The council must reform and address the judges concerns, either by creating more concrete evidence or dropping the accusation. Once addressed the judge will release an ecclesiastical warrant, which decrees the subject must be captured alive, but that anyone may make the arrest on the target, and that heroes and military forces may be dispatched to capture the subject. Once captured the subject will be turned over to the church who will try them according to their own laws.

Bounty Hunters, Privateers, and the Black Guild

Despite the greatest efforts of the imperial law enforcement apparatus, crime is inevitable, and it is impossible for a land as large and decentralized as the empire to ever truly overcome the endless issue of crime. So, in an attempt to solve this issue and ensure the crime does not affect the average citizen of his nation, Emperor Luka instituted the Black Guild, a legally recognized imperial institution which exists solely for the purpose of organizing and maintaining crime, keeping the worst of the worst in line, and allowing for the criminal underworld to be monitored and organized without necessarily overcoming it. To this end the Black Guild utilizes a system of licenses which allow for certain criminals to operate without as much interference from the law, so long as their targets are either non-compliant criminals, or enemy states. and intimidation and terror to reward those who obey their mandates and punish those who don't, allowing them to serve as both an official imperial institution as well as the ultimate authority in the criminal underworld. To this end, the Black Guild hires 2 classes of heroes to serve as their allies and enforcers in the criminal underworld. Bounty Hunters operate as a mixture of thief takers and criminal enforcers, infiltrating various criminal gangs and organizations and ensuring they remain loyal to the Black Guild, or face the consequences of a long-ranged bullet to the head, while Privateers serve as state sanctioned pirates and corsairs who both inspire the rest of the navy, and operate with more "free spirited" methods. While Luka and the Black Guild have a professional understanding, the Black Guild walks a tightrope between legal and illegality, and clashes between the IPK and the Black Guild are not terribly uncommon.

Special Inspectorial Agents

While the Black Guild generally holds dominion of the criminal underworld, this is not always the case. Occasionally powerful gangs or special crime waves will hit the empire. These cases are generally not linked to specific individuals but instead being endemic to a larger systemic problem or potentially a powerful foreign intervention designed to destabilize Terren. When such events occur the emperor himself will appoint a Special Inspectorial Agent, who is given extreme authority to tackle the problem head-on. These agents are temporarily assigned, and their position lasts for as long as the issue lasts. These agents can create special task forces, commandeer the aid of official imperial military units, and gain unfettered access to any government or guild records as long as they can provide valid reasons for doing so. These powerful agents or carefully monitored however and if it is found that they are utilizing their extreme power for tasks not related to their mandate they may be stripped of their position and a new Special Inspectorial Agent will be appointed. The agents who are appointed to this task are generally the most experienced of Lord inspectors, although occasionally Wardens or Lord Quastors will occasionally be assigned to the role in the event that their specialty and expertise is more suited to address the problem
