The Divin Fist has a unitary structure in terms of public administration, and the districts are subordinate to the central government in Arggen'stahr, Ahnattoralyah. In district centers the empire is represented by the Compass General (), in sectors by the Sector Colonel and in towns by the mayor.

The Divin Fist is subdivided into 5 districts. Each district is divided into sectors (), for a total of 13 districts : the 11 diviniunus sectors, the imperial city special sector (Section XIII) and the special administartive zone of Cistassmania sector (Section XI). Turkey is also subdivided into 10 regions ; this does not refer to an administrative division.
