The Republic of OTW is a huge, orderly nation, ruled by Louis Chatterham with an iron fist, and remarkable for its museums and concert halls, frequent executions, and state-planned economy. The hard-nosed, cynical, devout population of 949 million OTWians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The relatively small, corrupt, moralistic, well-organized government juggles the competing demands of Administration, Spirituality, and Law & Order. It meets to discuss matters of state in the capital city of Ordo City. The average income tax rate is 18.9%, but much higher for the wealthy.

The OTWian economy, worth 70.5 trillion Gallo-Germanian Dollars a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, broadly diversified black market in Tourism, Trout Farming, Door-to-door Insurance Sales, and Cheese Exports. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 74,268 Gallo-Germanian Dollars, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Prison walls have had to be modified to keep parkour-trained criminals from escaping, the nation operates a "finders-keepers" policy with other nations' citizens, environmentalists are advocating slash-and-burn in the nation's forests, and signatures have been replaced with illegible scribbles. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. OTW's national animal is the Duck, which is also the nation's favorite main course.

OTW is ranked 154,607th in the world and 883rd in Europe for Most Advanced Defense Forces, scoring 1,449.11 on the Total War Preparedness Rating.
