The Dominion of Minskyiv is a huge, orderly nation, notable for its ban on automobiles, compulsory military service, and public floggings. The hard-nosed, cynical, humorless, devout population of 291 million Minskyivians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."
