The Rogue Nation of Happy Plunderers is a huge, cultured nation, remarkable for its state-planned economy, multi-spousal wedding ceremonies, and stringent health and safety legislation. The hard-nosed, cynical population of 240 million Happy Plunderersians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The large, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Defense, Administration, and Education. The average income tax rate is 72.9%, and even higher for the wealthy.

The thriving Happy Plunderersian economy, worth 22.4 trillion marks a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient black market in Arms Manufacturing, Information Technology, Retail, and Woodchip Exports. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 93,437 marks, and distributed extremely evenly, with little difference between the richest and poorest citizens.

CSI Forest is this year's hit new crime show, it is mandatory to learn evolution in schools, cricket farmers use magnifying glasses to fit every member of their herd with tiny tracking tags, and citizens have never heard foreign radio. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Happy Plunderers's national animal is the emu, which teeters on the brink of extinction due to widespread deforestation.
